Shri Anil Kumar is a senior administrative professional with over three decades of experience spanning public administration, governance, policy implementation, institutional management, legal practice, and the private sector.

He began his professional career in the corporate sector as Area Sales Manager (Uttar Pradesh) at Photophone Industries India Ltd. from 1988 to 1990, gaining valuable experience in sales management, marketing, and business operations. He subsequently practised law before the Delhi High Court and other courts from 1994 to 1995 before joining the Bihar Administrative Service in 1996.

Prior to his retirement from government service from top post of their cadre (Level-14) on 31 December 2025, Shri Kumar served as Special Secretary cum Director, Mass Education cum Chief Executive Officer of the Bihar Board of Open Schooling and Examination cum Education Department, Govt of Bihar.

During his administrative career, he held several important assignments, including Officer on Special Duty in the Chief Minister s Office, Sub-Divisional Magistrate, Ara Sadar, and Private Secretary to Ministers in Urban Development and Housing Department, Agriculture Department, Cane Industry Department and Cooperative Department, Government of Bihar. These assignments provided him with extensive exposure to government functioning, interdepartmental coordination, public service delivery, and policy implementation.

His academic qualifications include an MBA with specialisation in Marketing from Birla Institute of Technology, Mesra, Ranchi, and an LL.B. from Campus Law Centre, University of Delhi. He has also undertaken professional training in capacity building and the Right to Information Act. With a multidisciplinary background combining corporate experience, marketing, law, and public administration, Shri Kumar brings a broad institutional perspective to his responsibilities at BISCOMAUN. His professional priorities include strengthening governance systems, improving operational efficiency, promoting transparency and accountability, optimising institutional resources, and advancing sustainable growth.

As Managing Director, he seeks to contribute to the modernisation and institutional strengthening of BISCOMAUN, with emphasis on professional management, financial prudence, effective coordination, and the organisation s role in supporting agricultural development and the cooperative movement in Bihar and Jharkhand.
